It's one blur on the beam and an Add blender (which is not a filter, it's a blender) on the blur. Then just mask the area the beam is in and put a rainbow tween on there. I can send you the .fla later.

oh yeah i always mix up blenders and filters in flash.

blenders are like my best friend but i almost never use filters besides like a tiny blur sometimes for depth of field
