Spruced up Layout

As some of you may know and if you don't know, look at the site now, Rtil has spruced up a lot of things including the banner, background color, and updated with a new news post.

well it seems like some people miss me over there .. hopefully i'll get one more chance :>
even more layout changes are coming soon, and a color version of the banner for everyone to look at in the gallery WHICH NEEDS TO BE UPDATED.
