I read a forum post and the Art FAQ on Newgrounds. Having a "scouted" status means that your art will appear on the portal for all to see. Otherwise, it will only be seen on your profile. I dont think voting on art has anything to do with this.

Not really. People can get unscouted, and those who scout out bad art can get that little privilage revoked.

Well it puts a curb to going all out shitty off the bat troll-wise but it limits who would recieve the information and attention they need, which goes around to that newgrounds is just not a site for building talent.

yes really. "good" and "bad" art is entirely subjective, people will fight about it so long as that's how they're going to judge who gets in and who doesn't.
