weird PS CS3 glitch

so i'm using PS CS3 on vista and everything's fine. plugged my tablet in and everything's working right, however for some odd reason it's acting like the 'edge'of the screen is a little higher up than it should be - its basically not letting me past around an inch higher than the explorer bar at the bottom of the screen. if anyone knows how to fix this it'd be appreciated, i've no idea why its happening.

I had the same problem with my laptop, except it just acted like the whole thing was shifted down and to the left. I just reinstalled the drivers and it worked fine.
