how do you make animated gifs from a video?

i see whenever someone posts a video here it becomes your new avatar
i am dead

<+wwchicken> then i turned off the light
<+wwchicken> and it was gone
<+wwchicken> then i turned the light back on and there it was again
<+wwchicken> so i thought, its an invisible alien
<+wwchicken> but hes scared of the dark

I'd import them into flash, export as .png, import to fireworks and export.

how would you get the video in your documents, a program like fraps?
