it's worded awkwardly because i have to write these questions in such a way that they cannot simply be thrown into google and guessed instantly. it's meant to be challenging and confusing. the answer is supposed to be an "ah-ha" moment.

The MPU, an old weather satellite was acting on its own, was drawing images onto the surface of the Earth with its laser. The hackers responsible had a bounty of 8 million Woolong, but as it turned out, Edward and the crew of the Bebop discovered the satellite was not being controlled by anyone, and must have either been instructed to re-activate after receiving no orders for a certain amount of time, or was simply lonely.
