I'd spend $700 on a cheap gaming rig then maybe $200 at most for the peripherals add an extra $50 or so for the wood and I'd build my own, its not hard at all. My father helped my uncle make the case for one with an old computer of mine. He turned it into a classic arcade machine with thousands of vintage games like tetris, space invaders and donkey kong, pretty sure my uncle still has it for his kids.
most of the games people have mentioned would require much more than that

Hardly, a lot of them have console ports, for a few thousand dollars it would be easy to get something done for under $1000 and a little effort.
what i mean is the hardware peripherals. for a game like ddr you need a very sturdy metal stand and dance pad if you're going to make an arcade box. you'd be spending more than $1000 easily.

Looking around you can buy a study metal pad for the PS2 version for ~$250 (and I'm sure you could make it or get it second hand for less), a metal pole would be no more than $20, a 32" TV for around $300 and some stupid strobe lights for $25 each. Add a few bits of wood for the case and paint to make it pretty (which is easily under $100) then put maybe a days work into it and it'd be around $800. yeah it's always cheaper to do it yourself, some homemade dance pads have been done in the past and they're usually better than what you can buy online even though most are 3rd party knockoffs. if you can make the pad you can easily do the rest of it
I'll have five different Splatterhouse (http://en.wikipedia.org/wiki/Splatterhouse) cabinets, albeit all modified in their own special ways.
Splatterhouse #1 would be left as it is except run at a slightly higher framerate.
Splatterhouse #2 would have modified graphics to mock those of the Turbografx version with the purple mask, toned down violence, and the removal of the religious iconography.
Splatterhouse #3 would replace all of the original soundtrack with music from another Namco arcade game "Tower of Druaga" and the music played during the final boss with Captain Mozzarella/Hell Chaos would be replaced with the music from Jaleco's "Momoko 120%".
Splatterhouse #4 would be your average run of the mill game of Splatterhouse, only except the external cabinet would be that of Namco's "Mappy" instead. The titlescreen would also be edited subtlety so the title would say "Splattermouse" (http://tinyurl.com/splattermouse) instead of "Splatterhouse".
and finally Splatterhouse #5 would change it's "This game is to be played only in Japan only" screen so it would display the sentence "Let's do some fuckin' carpentry." repeatedly from top to bottom of the screen and the intro sequence that plays at the start of each new game would replace the dramatic piano riff into a short 16-bit remix of yakkity sax and Jennifer's scream would be replaced with someone saying "Whoops!" in a cartoony manner. The boss Evil Cross' sprite would be changed to the head of Hello Kitty and it's shield of flying heads all be replaced with pink cartoon hearts. Lastly, every single sprite of every single enemy of the game would be given a smile, even when they're getting sliced, smashed, or shot. With that said, all the gorey sound effects would be changed to squeaks, honks, and duck quacks.
