I think its more of the female's problem. I'm pretty sure if a woman walked around here topless not many would tell her to put a shirt on only the religious would care, she'd probably get a lot of wolf whistles though.
It's because it is a sexualized part of the female body and some men feel like they just can't resist the urge to fuck a woman if she is topless. They could then say stupid things like; "she deserved it" or was "asking for it" as she was topless. Men like that have no class and need to be kept away from the normal population of people. If you can't resist the urge to rape someone, you have a serious problem. I hear stories like this happen in the middle east and southeastern Asia.
