4 and a special perk which allows you to cram bicycles up your ass (this is more in style with fallout 1 & 2) i mean on one hand you get a place to store bicycles but on the other that would fuckin hurt WTF

it depends on what you're trying to do

like if you're to make a new texture/mesh for weapons or clothing, then yes it is, but if its just item and character values, that takes seconds
