I wouldn't quite call that steampunk, pseudo-steampunk to say the least. But yeah for a steampunk movie to be good it would need such a huge budget... aside from a good script, etc.
As far as this movie goes, I think it could be fun to watch if they don't take it seriously, but we'll see I guess

steamboy was the one of the most bland plots i've seen in an anime. like Roland Emmerich directed it.

There's also a steampunk anime called "Last Exile" that's pretty cool. More like pseudo-steampunk though. They have it on netflix instant watch if anyone gives a shit
