The chance to get one is about 3.57% if you get a new item... pretty gay, considering that there are almost as many hats as weapons...
And the crafting method is just fucking insane... you need 81 dupe weapons to get one shabby hat...

i got 4 hats in the last week. bald engi, fancy fedora, engi cap and soldier's stash. i crafted the bald engi with my heavy football helmet which i didnt want to get the stash

this week is a good week for hats

also im almost at 3 refined metals so i'll be craftin soon enough

i migrated rtv to sourcemod today. at the moment it only picks 5 maps to vote on including a "don't change map" vote, but if you nominate a map it will show up in the 5. it picks maps from the mapcycle instead of this outdated file mani_admin was using. i will see if i can add more than 5 maps to the rtv but afaik that's as many as you can include. people only tend to vote on 3 or 4 anyway as it is

ok so i started with a heavy football helmet, that was the first hat i ever found. then i randomly found a fancy fedora and it was pretty sweet. after that i randomly got a bald engi and i was like fuck that and crafted it with my not-quite-as-stupid-but-still-not-really-likable heavy football helmet. i got a soldier's stash. i was excited. then i randomly found an engi cap and i was like wow im having the luck lately

recently i got 3 refined metals and i was like "alright let's do this i wanna take some cool chances" so i combined them. guess what i got

another fancy fedora.

i was like "hmmm shit well i might as well craft it with my engi cap and see what i get"

i got another heavy football helmet.

and now i'm back where i started. it's pretty hilarious honestly but i cant lie, when you think about it it is pretty unlucky when it comes to tf2 crafting

moral: always have the patience to save up 4 refined metals and get a class token so you can control what you want. unless you're really lucky.
