Cause the very concept of dragon ball doesn't translate well to live action.
Even with top notch cg I'm not sure how they are going to pull this off.
I can even begin to imagine what goku's kamehamea (sp?) is going to look like.

Evidently things such as Goku's tail and Piccolo's green skin/antennae will be edited into the film with special effects. Perhaps the several months they waited to push the film back will be slightly more worth it.
