i think one of the major problems with it is that your lines are kinda rough-edged

are you doing this stuff in PS, Flash or Illustrator?

its probably for a contest so i dont think he's allowed to get rid of it

i'd say to improve it:

make his back leg point out in the other direction, right now it's a bit ambiguous since his leg should be long enough so that you see his foot behind the front leg

make the outlines on the background much subtler in shift of color next to the colors they're surrounding (to the point that you can only just tell that it's a different color than the one it's surrounding)

redo the clouds, they look like white blobs with chicken scratches, and redo the street lines since they're out of perspective with the whole pic; be sure to make them without outlines too, they add more to the lines than you really need for something so simple
