Hopper is from A Bug's Life and was voice by Kevin Spacey. He's truely sadistic, and one of the only purely evil villains I have ever seen in a children's movie. He has no motives at all but to make others suffer. He is very frightening. Kevin Spacey succeeds again.

Hexxus is a massive sludge glob/cloud from the movie Ferngully, and he was voiced by Tim Curry. This guy is also evil to the core, and even more frightening because he's this amorphous black mass that can be anywhere or anything. And he's mean, maybe not sadistic like Hopper, but definitely one bad dude. And his song Toxic Love in the movie is a seriously memorable point in cartoony villainy.
