i think he just lives in a place where it's really hard to get internet and someone stopped paying for it who was supposed to be?

Well, sorta. His ISP had a fault on the line that they were taking over 2 weeks to fix, so lenks decided to leave that one and was waiting to get paid before he pays to join a new ISP cause he paid for car insurance first instead (good choice imo).
